All owners must apply to any maintenance or improvement that results in a change to the exterior of their unit. Whether changing the window type, installing a different door, or installing a new bush, an application is required if the work changes how it currently looks. Community Guidelines and Enforcement
The Declaration of Covenants empowers the Board of Directors to oversee architectural changes, property uses, and maintenance by establishing rules and guidelines. The Board of Directors has the fiduciary responsibility to enforce the covenants consistently. The guidelines are designed to prevent excesses and abuses while allowing individuals flexibility in property use and keeping our community attractive and desirable. The Board may also modify and add new guidelines as needed. For example, the acceptance of new construction material that did not exist when the guidelines were written initially or to comply with changes in the law.
Per the Declaration of Covenants, some aspects of the property fall under homeowner responsibility, whereas other elements fall under the condominium's responsibility for maintenance.
As homeowners maintain or change elements falling under their responsibility, they should verify what is allowed, approved, or unapproved.
There are standards regarding paint colors that should be used for the exterior. Any deviation from this color would only be allowed with approval from the Association.

Architectural Application Process
Who needs an application?
What requires an application?
The Board of Directors reviews all exterior alteration applications. The property manager assists the board by handling routine architectural matters such as conducting on-site visits, making recommendations to the Board, and preparing guideline revisions. The Board and the Property Manager also act as advisors to residents to assist with questions about the process and acceptable alternatives.
The Seville Square Architectural Application must be submitted and approved for any exterior alteration, major repair to your house or yard, or specific home uses such as an at-home business. Examples include door and window replacements, additions, decks, changes in paint color, exterior lighting replacement, or operating a home business. All Seville Square Architectural Applications are reviewed and decided by the Board. In addition, a Town Center architectural application must be submitted to and approved by the Town Center Resident Architectural Committee. These applications can take up to 4 weeks to process.
Proceeding with an alteration or an in-home business before obtaining written approval violates the covenants and is done at your own risk. You could then face the cost of modifying the alteration or closing down an in-home business to comply with the Board's decision.

To ensure that your application is reviewed as quickly as possible, please observe the following guidelines:

Provide as much detail as possible about your project.
Inform your Neighbors
Obtain signatures from 2 affected neighbors.
The signatures acknowledge that you informed them of the project.

Submit a scale drawing of the project.
Include color samples (color description is not sufficient).

Town Center
Please note that the Seville Square and Town Center are separate entities with different covenants and applications. Fine Policy
When purchasing a Seville Condominium unit, each owner agrees to abide by the condominium Declaration of Covenants, the Bylaws, and any adopted Rules and Regulations. That contractual agreement is reflected in the Maryland Condominium Act, paragraphs 11-111. Any failure to abide by the Declaration, Bylaws, or Rules and Regulations may be subject to enforcement action depending on the infringement
Failure to follow the application process may lead to fining or other enforcement as outlined in the Declaration.
